I am not sure I understand:
If you have a vfr video as input, ffmpeg should be able to
produce a vfr video as output (at least under some constraints)
but there is no option "use the following timestamps for static
images".
Your question implies that you believe your use case would lead
to larger files with cfr, I don't think this is always the case,
at least the savings would not be as big as you may expect.
