[FFmpeg-user] Is it possible to do this with avfilter?

I'm trying to do this with ffmpeg where I put a banner on top of the video

problem is that I tried to do some chaining (scale then overlay) but it didn't 
go through, if i do it with just "overlay" the image gets in the way so I'm not 
sure if I'm getting the the chain right or not.
