The patch you were working from was not old, it was meant for a fork of
ffmpeg. It is still very much current; the difference in VERSION_MINOR is
caused by the different progress of the forks.

Nathan is polishing the patch for libav, and it is about to be pushed there.

I do not think so. I wrote libopus_dec.c, but absolutely nothing for the
encoder.
