Yes and no.

The cross compiled stuff for mingw doesn't use the cygwin dll at all,
the resulting executable should be similar to the normal mingw.

Obviously, if you compiled something for Cygwin (as opposed to cross
compiling to mingw like the earlier case), you need the cygwin dll.
