a license under lgpl would be nice, so it would be the same as the rest
of the code. public domain might be ok, but better ask others.

there is an association, the 'ffmtech foundation'. currently it is a
mix of libav and ffmpeg developers. but my opinion of the foundation
structure lowers every day.
