[FFmpeg-devel] [CHECKLIST] what is preventing us from switch to git

simply telling developers to pick any random guide they can find with google
and then use whats written there is fine for peoples private repositories on
their own machines.
For the shared official ffmpeg repo the risk of this not interoperating with
our setup is too high. Yes surely someone who knows git well can spot silly
things at once but that guy doesnt need that guide to begin with.
And especially with gits inability to revert changes once they are public
we need a document that describes basic usage and we need to be able to adapt
this document depending on problems found and also depending on changes to
devel policy.
