This has the API (avfilter.h header changes). Goes on top of the 
previous AV_PERM definition move patch.

Changed doxy to impersonal form, fixed other nits. However not breaking 
ABI is difficult as I would then have to put some new audio parameters 
in AVFilterLink structure etc at weird places in comparison with their 
video equivalents. Is this ok? Besides if AVFilterPic and AVFilterBuffer 
are to be  be merged eventually or share common initial fields, this 
would break ABI anyway.
