You can scratch that argument, it seems is only the non-POSIX part of Windows
that might use a different time-base (though Windows does have multiple
implementation, one with a 32 bit and one with a 64 bit time stamp).
64 bit is the default in Visual C (can be changed with a #define),
no idea what MinGW does, if you're interested see
