No reason, but I tried to understand the intention of the original
author of that piece of code: if both static and shared are built,
-L${libdir} -l${shortname} will link to the shared library by default --
to me, that's perfectly fine, but I guess for someone might not be a
nice behaviour change.
If you prefer for it to be done that way, it would also make it look
nicer...
