Basically says that instead of the DTS being associated with the first 
access unit containing picture start codes (MPEG), the DTS is associated 
with the first AVC access unit.  It also states that the DTS should refer 
to the same time that the described access unit should be removed from the 
CPB described in the H264 ref decoder.
