moving swscale to its own repository would avoid changing revision
numbers and allow us to preserve the history, i think.

yes this identified a bug/limitation in svn. revision numbers should
not be integers but some number system such that between any X and Y
there is a number Z with X<Z<Y... maybe if we comment about this
they'll add a better revision number system to future versions?
