yep, because that's the only frame resolution allowed be the standard (for 
pal)

so, for encoding to pal-dv the following settings are valid:

audio: 2ch 48000hz 16bit (or the other very exotic variant with 4chs, lower 
sampling freq and 12bit resolution - is it even supported in ffmpeg?)

video: 720x576 25fps (interlaced iirc) - some camcorder give you only 704x576 
with 2 thin vertical black bars on both sides  

don't ask me about ntsc - ask google ;)
