I do remember claiming that you are not a C developer, i do not remember
trying to invalidate anyones vote. Even less so do i remember any recent
votes related to mplayer, Ive asked for one about the mplayer leadership
situation but i do not remember that vote ever happening.

yes, If you want to limit a vote about C code to people contributing to
the C code or actively contributing to it that is fine. This would exclude the
wanderer as well as you though.

Awnsering whenever a program halts or runs forever is
On a turing machine, in general impossible (turings halting problem).
On any real computer, always possible as a real computer has a finite number
of states N, and will either halt in less than N cycles or never halt.
