mkinstalldirs is required by 'make distdir'. BTW, I know, mkinstalldirs
was used by old autotools. So I'm not sure we should preserve it for the
compatibility.

In addition, I have a question. How do you make a tar ball file without
using 'make dist-xxx' ?
