The average I'm talking about is over a window 100x larger than any
possible buffer. You've completely misunderstood what I've said all
along. There's logically no possible way that the average can vary
over periods larger than the buffer size with the client still being
able to present the stream.

Until you stop misinterpreting everything I've already said, it's
meaningless for me to say more.
