i thought this was only needed for stream/ that required
hardware, external libs or internet/network?

streams for files do not have this configuration requirement:
stream_mf, stream_cue, stream_ffmpeg, stream_file...

at least you didnt mention it when reimar committed stream_ffmpeg.
