Usually, patches go through several iterations, with the contributor
submitting updated version based on MPlayer dev(s) feedbacks.
If the patch can be split in several self-contained parts, then the new
code can get commited bit by bit. If it's a jumbo patch, then things go
much slower. That's the reason why several people around here advised
you to post you code as early as possible, before it reaches jumbo size.

In general, people get commit rights ofter they have submitted a few
good patches that got applied to MPlayer source tree, after they swear
that they will obey to the development rules, and if they plan to stick
around.

All in all, the idea is to have well-behaved people who stick around and
maintain their code.
