no, of course not ...

i dont know, to sue they first need to file a lawsuit in the country where
the dev lives, and that court will have no difficulty finding the dev in case
the suit is accepted in general, alot more precautions are needed if someone
wants to stay anonymous
also a court knowing we have someones phone number could force us to give
it out

yes, a simple method to do this would be to recommand that every developer
gives his phone number to 2 random developers of his choice and if the need
arises to contact him then a simple mail on dev eng with "whoever has foobars
number provide it to the project leader or call foobar and ask if he is ok
with relicensing under the XYZPL)
this would make it difficult for a court to force us to give it out as most
of us dont have it and neither have any idea who has it or even if anyone does
:)
