Adding to that:

The FFmpeg project contains ffserver. Perhaps you could combine the two to 
accomplish your goal. For further questions, see ffmpeg-users mailinglist 
and http://mplayerplug-in.sourceforge.net/ (note that mplayerplug-in is NOT 
part of MPlayer).
