It's packaged with the library, I'm also attaching it to this message.

If mputils.patch is applied to mplayer, standalone library generation would be 
very much simplified. It would not require any patching, only adding/removing 
of files:
1. remove ass_mp.h, ass_mp.c, Makefile
2. add Makefile.am, mputils.c
3. replace mputils.h
4. generate help_libass-en.h by grepping help_mp-en.h
