In an ideal world, this is exactly what should happen. Unfortunately, ISPs
rarely implement such measures, creatng the need to maintain our own blocklists
or use someone else's.

I can't speak for SORBS and I don't agree with that donation idea either,
but I guess it's aimed at one-time spammers who simply didn't know that
spamming is bad.
