[MPlayer-dev-eng] interesting patch tracker idea

saw this on the busybox mailing list -- take a look. no idea if it's
any good but something like this may be a good idea for mplayer!

neat.  without having downloaded it to read the docs, i'm not sure
i understand the process involved -- i.e., how do things get signed
off, etc -- but it looks pretty slick.
