video.c is already full of mpeg12 specific stuff:
all the headers (sequence/extension/frame) are already parsed in it,
frame boundaries are in  it, soft-ivtc is done in it.
His code doesn't add anything new: it just moves in a function few lines
of code (as should have been done from the very beginning).
So what's wrong with it?
