You haven't read the full code carefully!
This is not a fpc but MS Windows writeln() Pascal usage.
Unicode part of mentioned function writes $0d and $0a by itself
so cr/lf line ending is the planned behaviour and using writeln()
function in codepage based text output just generates the same
output format. If you have additional questions ask the author
and do not speculate.
