4 (bitstream) is apparently unused. 2 (rc) is in few places in
ratecontrol.c, so it is effective only during encoding. 32 (motion
vectors) imho should be removed completely as it has been replaced by
avctx->debug_mv. there is one rather useless test for it in mpegvideo.c.
