NO!

_I_ (as the admin) want to tell the computer, what features should 
be built in. The machine may give me advice, what _could_ be built in,
but the _decision_ is in the hand of root. Of course the machine has
to break, if a required package seems to be missing - and if the user
wants to proceed anyway, it may enforce it.
