LaTeX can do it, you just say where a section starts:

\section{blub}
text
\subsection{blah}
text
\section{blubediblub}
\subsection{blubediblah}
text
\subsection{blahdiblub}
text


Would look somethin like this:

1. blub
text
1.1. blah
text

2. blubediblub
2.1 blubediblah
text
2.2. blahdiblub
text

Sure, SGML (aka DocBook) should be able to do it too...
