[MPlayer-dev-eng] more on the SPU 1/100 vs 90000/1000 problem

Hi,

SOme user reported problems wiht VobSubs. Now i've realized that
vobsub code calls a _lot_ the spudec, and still passes time*100 timestamps,
instead of time*90000. it's even worse, as vobsub uses minisec internally,
so sometimes it does time/10. also mencoder calls spudec with wrong times,
i've fixed that now.

soemone, who know the vobsub.c code, please make a quick fix!
