I don't really like HTML for everything. The FAQ perhaps, where links are 
useful, but the rest? There is nothing to HTMLize there. 
How about a SGML or XML approach? Write it in a _real_ structured format 
(HTML isn't one), then use the sgml2html or sgml2tex or sgml2ascii tools to 
create whatever is needed.
