[MPlayer-cygwin] Using tv:// on Windows

Hello All,

I just discovered that  there is some experimental support for tv:// on
Windows. Is it usable yet? Are there any instructions for using it? I ran
the following basic command:

mplayer -v -v tv://

The tv section of the output follows:

- I have DirectX 9.0c, ATI Radeon 9200SE with Catalyst 6.11.
- Hauppauge WinTV PVR-150MCE
- Windows XP SP2
- MPlayer dev-SVN-r24986-4.2.1-sjlj



Maybe the compiler (gcc-4.2.1-sjlj) is the problem. When I build 
ffmpeg with it, ffplay does not work. However, before I go to the
trouble of switching to gcc-3.4.5, I need to know whether it is supposed
to work.
