I tried the patch. I guess it works well for mingw, but it doesn't work 
for cygwin:

mplayer.o(.text+0x2954):mplayer.c: undefined reference to 
`_GetCurrentProcess'
mplayer.o(.text+0x295c):mplayer.c: undefined reference to 
`_SetPriorityClass'
collect2: ld returned 1 exit status
make: *** [mplayer] Error 1
