No idea why it isn't writting the proper (larger) fps in the output
file... If you telecine ~24fps material, and set the framerate in the
output file as 24fps, it won't work, either.

And I don't see what good it does.  Does anything other than film ->
NTSC need the same 3:2 pulldown ratio?  Lots of 20fps videos
out there that need to be converted to PAL?
