I don't know.
There are different scaler algorithms available which 
provide different quality (and speed), see the -sws 
option in the manual.

You do realize that MEncoder is not an actively 
maintained application? FFmpeg contains the same 
scaler (with the same algorithms) and is actively 
maintained.
