MEncoder itself is not actively maintained, but MPlayer is, and since
the two share almost all their code (decoders, demuxers and filters are
all shared), MEncoder does technically get updated regularly. Only the
encoders (aside from x264, which uses a separate libx264) are going to
be dated.
