h264enc does not look at which packages you have on your system. It only looks 
for executables. If you have mencoder in a valid path but h264enc still 
complains that it can't find it, have a look at the -r option of the script 
which specifically deals with the configuration file where paths to 
executables are stored. If mencoder is not installed in a location where the 
system can find it, you can manually set the path in the config file.
