I haven't done anything like this recently myself, but based on a quick
look at the output of './configure --help': if I'm not mistaken,

./configure --with-extralibdir=/path/to/libx264.a/ 
--with-extraincdir=/path/to/x264.h

would be the recommended approach. (I think that

./configure --extra-libs='-I/path/to/x264.h/ -L/path/to/libx264.a/'

would do the same thing, but it's less clean.)
