Reimer is right, if you are encoding to DVD formats for TV, you don't 
need to deinterlace at all.

I personally use -vf pp=lb. The thing to remember about deinterlace 
filters is that none of them are a one-size fits all solution, 
unfortunately. That's why MEncoder has so many different filters to do 
the same job. yadif does a generally fantastic job on the overall image, 
but go to that page Reimar refers to and look at what it does to the 
small word "SEIMENS" in the upper left corner. ;)
