Yes.  You have to determine whether the video is interlaced or telecine
before you start encoding.  

There's really no way around that.  The only possible way is a video
encoder which supports dynamically changing the framerate, which
Mencoder does not, neither does the AVI file format.  The IVTC filters
like pullup don't gracefully handle interlaced content either.
