IMHO:

If you want to choose only by quality, take h.264/avc. Even in "early
devel stage" x264 gives really good results, when using the right
parameters (basically, a lot of frameref, a lot of b_frames etc.). But
it is REALLY slow then.

If you want best quality per speed take mpeg4/asp.

But that's only IMHO ;)
