There is loudnorm filter that uses libebur128 for which file you
linked above. Loudnorm filter have scanner too. Another filter,
scanner only, is ebur128 that does not use libebur128 at all but have
visual mode.

Feel free to compare libebur128 with and without histogram flag set.
