[Libav-user] Frame rate converter

Hi,
 
It seems that ffmpeg has a frame rate control module. 
vfwcap module can capture picture 15 at fps, but when I set up -r 30 option, ffmpeg sent 30 at fps.
I also wonder how can handle that in ffmpeg.
Is there any person to help?

Does FFmpeg contain a central frame rate converter? Or is frame rate conversion handled on a per-codec basis? If it's central which class is it in?
