Thanks for this, I agree with your suggestion.
It probably also makes sense to split the feature in two patches:
patch 1 adds support the nit flag (I think it is shorter than emit_nit)
without LCN.
patch 2 add support for various lcn modes:
-lcn_mode (none|nordig|nordig_legacy|uk|australia|world).
And this would enable lcn generation in the NIT.
