a rational argument might be that our code needs testing and decoders
do less harm than encoders if they fail
besides developers should not be ignored unless the one calling wants
himself being igored if his arguments are preceived irrational by others
(thinking of pkgconfig & optiizations in libavutil here)

On a turing machine, in general impossible (turings halting problem).
On any real computer, always possible as a real computer has a finite number
of states N, and will either halt in less than N cycles or never halt.
