[FFmpeg-cvslog] avcodec/hevc/hevcdec: Use bitfield instead of array of flags

avcodec/hevc/hevcdec: Use bitfield instead of array of flags
It is simpler, avoids several loops and also makes GCC no longer
emit bogus -Wstringop-overflow= warnings.
