[FFmpeg-cvslog] avcodec/diracdec: Don't use EDGE_WIDTH from mpegpicture.h

avcodec/diracdec: Don't use EDGE_WIDTH from mpegpicture.h

There is nothing that forces us to use the same value
as mpegvideo_enc.c, so define our own constant.
