let rephrase the spec: " you need 3 parts of configuration in order to make the decoder happy: Info Comment Setup if the decoder doesn't get those three chunks in this order it cannot decode the stream. " Now the decoder won't care if those are packed together, put in a gpg enclosure or delivered by quantum singularity, all it cares is just that it can get them in order.
