mencoder scale problem

      Good day!

I try to encode a DVD into an avi/divx. I try to scale it so
the quality/resolution will be fair enough.

However, mencoder refuses to scale vertically.
The original DVD is 720x480 aspect 1.8 -> 854x480,
and I say to mencoder:
-vop scale=720x404
And then I got 720x480 instead. No matter what I set as Yres, it remains
480. 

Please advise what to do?
