Yes. The man page is exhaustive, but it is far from well-worded. I'd call the lavc option descriptions very terse but probably correct. Just compare with the xvid and x264 option descriptions, they're much better. And yes, any help improving them is much appreciated :-)
BTW, I followed your advice and subscribed to MEncoder-user ML, which allowed me to hear about lavc's "nr" (noise reduction) encoding option, and its sane range, thanks to the tests made by RC. Given that it have a great impact PSNR-wise, and doesn't cost much, I guess it's one of those options that we should advise to use. I'll update the man page ASAP, and the XML docs when I have more time.
