If you are shrinking movie down - then after. If you enlarge it - then put it before. Parameters are not clearly defined, try and see method is the best here.

The parameters are explained just fine. There's the luma blur, which is a brightness kind of blur (you need to understand YUV for this) and there's a chroma blur which blurs only the colors. The temporal strength I believe is blur over time. - ods15
