I think you need to change line #12 in the Makefile from"

DEF=-DRTMPDUMP_VERSION=\"$(VERSION)\"

to

DEF=-DRTMPDUMP_VERSION=\"$(VERSION)\" -DCRYPTO

If you compile it as-is, you won't get the SWF verifying bits (well, not 
in MingW anyway).
